Many co-workers, including myself, have been sick with cold and viral infections that attach the glands and eyes. Because the heat is on and very warm and stuffy, does this incubate the germs?

yes. that is why most hospitals and doctor offices are cold. the cold kills bacteria.

Having the air go through a heater or air conditioner and recycling it will definately not help either.
Spray some Glen 20 around and turn the heat down a little.
Moisture / dampness / humidity will make it much worse.
